note 31172 added to ref.mbstring

It says above, "Note: As of PHP 4.3.0, the option --enable-mbstring will be enabled by default" This doesn't appear to be true in 4.3.2RC1 and possibly earlier. I just ran configure with --with-mbstring instead of --enable-mbstring and multibyte isn't configured.
