note 33850 added to function.ocilogon

I Had trouble with OCILOGON not wanting to login/connect properly. Errormessage: Error while trying to retrieve text for error ORA-12514. This error suddenly occured after I rebooted the webserver (Which had been running for a couple of months by then). How was I supposed to know what last changes had been done the last months?
