note 34795 added to ref.oci8

OCI8 SUPPORT IS COMPLETELY BROKEN IN 4.3.2. It took me four hours of checking and double checking before I installed 4.3.1 and found that it worked first time. The problem is thus: Reload any page that uses OCILogon five times, and it will start crashing until you restart the web server. I hope that's fixed in the latest RC release.
