If you're using MySql to store files and you're not able to save a file larger than 1M and you're certain that your php configuration is correct, check your my.cnf file (the mysql configuration file) to see if the max_allowed_packet variable is set to meet the size of your file. The default is 1M, so it is normal that any files which exceeds that size can't be saved.
