in order to get user local time.
eq. web server placed in london and user is in Indonesia.
$today = getdate(mktime(date("H")+7));
$DAY = $today['mday'];
$MONTH = $today['month'];
$year = $today['year'];
$HOUR = $today['hours'];
this is usefull when you need to store that value in database
