That function is crucial if you want to display a string in a VALUE tag:
<INPUT TYPE="text" NAME="idLangList<?= $rowLangList ['id']
?>" VALUE="<?= htmlentities ($rowLangList ['sValue']) ?>">
if the $rowLangList ['sValue'] contains something like: "Hello 'PHP'",
then it's converted to "Hello 'PHP'"
