This documentation is wrong; requires two arguments.
Should read:
string DomDocument->create_processing_instruction ( string pi_target, string pi_data)
EXAMPLE:

$doc = domxml_new_xmldoc("1.0");
$new_pi = $doc->create_processing_instruction ("php",'echo
