/usr/share/locale (on Linux, at least) doesn't list all your locales. Most of the directories
are just the ISO639 language codes (for example, "en"), which aren't valid as locale
names -- the locale name has to be the language code followed by the ISO3166 country code (for
example, "en_US"). To see all the locales available on your system, you have to run:
locale -a
at your command prompt.
