If you do not want to bother installing any software you can download the windows binary of PHP.
After extracting the files into a folder you can run execute PHP scripts using command.com. lets say
your php.exe file is into the directory c:\php\php.exe
hit start, run, type "command.com" withouth the qoutes, type in
"
cd ..\..
cd php
"
now copy all your scripts into the php folder. You can execute hello.php by typing this in the
command line
"
php hello.php
"
