note 40763 added to faq.obtaining

I have repeatedly requested that the link to my website in #6 above be removed because flaws in get_browser() make using my browscap.ini file a risky proposition. My requests have been denied. So I keep trying to post notes here warning PHP users about the problems involved in using my file with PHP. Those notes keep getting deleted.
