note 41823 added to function.simplexml-load-file

I'm having trouble loading a XML file with simplexml_load_file. I need to parse a XML with the windows-1251 encoding, but whenever I set it the function returns false. The same happens if I just include the text I need in cyrillic (even though the file parses as valid XML). I read some tips on W3Schools regarding XML Encoding (i.e. saving the XML as unicode) but they don't work for me (the text becomes unreadable).
