I was trying to compile PHP with Postgres support and kept getting errors about 'file
libpq/libpq-fs.h not found' even though I had the file /pgsql/include/libpq. I went back to
the posgres source directory and ran 'gmake install-all-headers' and the problem went
away. gmake was used because this was an HP-UX box.
