note 527 deleted from function.pg-errormessage by nlopess

Note Submitter: f.ermini@telemaco.it ---- I would add that this function is useful particularly when used in combination with the "@" prefix, that turns off php's usual error reporting. Otherways, the user will see the error message without need of this functions (and without the fancy formatting that one could provide with a clever use of this function ;-D). Moreover, the text of this entry is not quite clear (maybe is a problem of language? I'm not a natural english-speaker too) but I may guess it means that this function won't work if the error has cause the connection to the DB to be closed.
