note 43775 added to function.mssql-connect

If you are having trouble connecting to MSSQL Server 2000 using IIS and you are positive that the new 'NTWDBLIB.DLL' file from your MSSQL Server 2000 installation was copied to your system32 directory on the web server, you might want to make sure an older version of 'NTWDBLIB.DLL' is not in your system path. In my case it had set the PHP install directory as part of the system path so I could use PHP with the command line.
