note 44994 added to function.fgetcsv

Thank you all for your contributions. I used class "CSV" by miked at droplab dot com, but the following line: John,Smith,"123 Main Street, Apt 1",Los Angeles (with a comma in quotes) caused it to create an extra array entry, even when I passed in a double-quote as the '$enclosed_by' variable. The php function fgetcsv is not used in this class (and perhaps should be?).
