note 46446 added to install.windows.apache2

I'm using PHP 4.3.9, and Apache 2.0.52 would fail to start with if I used the instructions given for PHP 4 verbatim. The solution is to copy php4apache2.dll into the same directory as php4ts.dll (the main php4 directory, in my case), then use that path for loading the module.
