I found that if you are having trouble with php 4.3.4 for windows running Apache 2, you can copy
php4ts.dll from your php install directory to your sapi sub-directory and everything works the way
it should.
Here is all that I added to my httpd.conf:
LoadModule php4_module "c:/php/sapi/php4apache2.dll"
AddType application/x-httpd-php .php
As well as modify your DirectoryIndex to include index.php
