If you want to select Chinese as your language, set either
mbstring.language="Traditional Chinese"
or
mbstring.language="Simplified Chinese"
respectively. Or functions like mb_substr wouldn't work correctly.
I think the usage is stated in the document, but may be easily overlooked.
