note 48571 added to ref.gettext

What!? I apparently need to install the GETTEXT Extension for PHP in order to get a script to run. I have lookd all over the place for the extension and think I have found it here, but the install is extremely confusing and overly complicated. What is the simple fast track install for this? I have Windows and PHP 5 environment.
