note 49395 added to features.safe-mode

i encountered a system (open_basedir restriction in effectand safemode enabled) which denied include()s (neither relative nor absolute paths), if the executing file is in a subdir, to files located in a subdir of the executing file's subdir. e.g. the script is located in "root/dir1/index.php" and the file to be included in "root/dir1/dir2/somefile.end". this resulted in a warning (Warning: open_basedir restriction in effect. File is in wrong directory ...).
