Ok, is this a possible bug?

echo date('W', mktime(0, 0, 0, 7, 1, 2004)); // returns '27'
echo date('W', mktime(0, 0, 0, 7, 4, 2004)); // returns '27'
?>
Clearly these dates occur on two seperate weeks, but they're reported back as occuring within
the same week... What's the deal?
