I was able to run MySQL4.1.10 with PHP5.0.3 successfully in a Windows environment by manually typing
PHPIniDir C:\php\ in httpd.conf
the steps are as follow
1. Go to the apache folder at c:\program files\apache\apache\conf\
2. Open httpd.conf using Notepad
3. go to Section 1: Global Environment and under it write
PHPIniDir C:\php\
4. change c:\php\ to wherever your php files are in
5. save the document and restart Apache
I also obtained LIBMYSQLI.DLL that was missing in PHP.5.0.3 by unZIpping PHP5.0.2 (which has one)
and copying PHP5.0.3 directly on top of the 5.0.2
