note 54212 added to function.move-uploaded-file

I agree with the note from Darrel, when I use move_uploaded_file() with relative pathname, it copies the file to Apache root. But I observed, when the file with same name in Apache root exist, it's not overwritten - the file is now uploaded to the standard location.
