I had a very frustrating case where I was trying to make a web version of a text game, which lived
in /usr/share/games and /usr/games/bin. Although Apache had all the relevant permissions on the
files themselves, it didn't have permissions to all the intervening directories. So, no output.
A way around that is to create links to the files that live somewhere Apache can get at them.
Naturally, as with any time you're making guarded files more accessible, be careful and think
about exactly what you want to be available to whom.
