I believe that the above sentence is wrong. Tested with PHP 4.3.10
is_readable($filename) returns false if $filename and the script are owned by different users. Using
stat on the same $filename yields the error message "stat(): SAFE MODE Restriction in effect.
The script whose uid is XXXX is not allowed to access..".
