Even if allow_url_fopen is disabled, you can achieve the same effect by using CURL:

$ch = curl_init();
curl_setopt($ch, CURLOPT_URL, "http://www.example.com/rss.xml");
curl_setopt($ch, CURLOPT_RETURNTRANSFER, 1);
$response = curl_exec($ch);
$data = explode(chr(10), $response);
?>
This leaves the array, [b]$data[/b], filled with the lines of the file found at the URL.
