The PDO ODBC/IBM drivers did require CLA's and it has already been a major annoyance back then and the concerns form the community were flat out ignored by Wez.The ACL was put in place after discussing the issue with the PHP group. Note that there were no community concerns (the opinion was "don't care") raised about doing that at the time, it was only after it became apparent that the ACL on pdo_odbc prevented some minor maintenance work that objections were raised (some more tactfully put than others), and the ACL on that portion was eventually removed.
And I think the only reason why we ended up with this CLA'ed off section in PECL was that back then people were too in shock to react to the unilateral steps that Wez took.I discussed that issue with the PHP group, it was not unilateral.
from the very resilient way that Andi/Wez defend the CLA approach without giving me the vibe they ever gave intensifying the non CLA based interaction with already have with Oracle/IBM while bringing in Microsoft a good look.We have considered the question of not having the CLA, or of reducing the scope of the CLA protected components, but we're suggesting the CLA-all-of-PDO approach first because we believe that it will help us get the most out of the vendors. There is a lot to consider here, and rather than overwhelm the discussion with a multitude of options, we wanted to discuss the CLA first to determine what exactly the problems are with it, and from there we can work on either fixing them or adjusting where the CLA applies. --Wez.
