The reason some of these people are still listed as lead is because
they've got a say in how things continue to develop. And I think Pierre
is there because he's responsible for php releases of pear. As long as
he's in that role (and it's not an insignificant role, whatever you
say), he should remain as a co-lead. Even if he doesn't do much work on
the code itself.
