XML_RPC 1.4.0 works with PEAR 1.3.5

Hi, I have just done extensive testing of PEAR 1.3.5 with XML_RPC 1.4.0 on windows, and all is well. Ian Eure also tested on his linux box with no problems. I am confident it is stable enough. My suggestion is to revert the anti-XML_RPC package code and simply bump the dependency to 1.4.0 in package-PEAR.xml in php-src/pear branch PHP_5_1. If this is acceptable, anyone can do this, it need not be Pierre, myself or any PEAR developer.
