Didn't you got the Pierre's email telling us the PHP new release
announce? When this occurs or we go into beta > 1, it always should be
feature freeze. I also remember an email I sent you about the
release of 1.3 after your work on the test suite.
In short the common PEAR release cycle goes:
1.2 -> stable
1.2.1 -> patches
1.3b1 -> new features, bugfixes, public testing
1.3b2 - 1.3bN - 1.3 -> bugfixes only
In the short term, the plan is to separate the PEAR package from
php-src. Now our release cycle is similar to the PHP one, and that
give us less flexibility.
