There is a mistake in the helper class at
/php4/pear/XML/RPC.php
which look as based on version 1.b9 of the classes by Edd Dumbill,
the definition of the boolean type is not made global in the function
function XML_RPC_encode($php_val)
so the additional test for boolean fails

These two helper methods (XML_RPC_encode and XML_RPC_decode), plus the
methods
iso8601_encode, iso8601_decode,
and their duplicates
XML_RPC_iso8601_encode and XML_RPC_iso8601_decode
as well as the the parser XML_RPC_se, XML_RPC_ee
et various other methods, in the PEARDoc are said to be private class
methods , but actually they are out of any class definition, in the
global.
I see that the extension to the original to add encoding of php objects
has been added.
