I'm not sure here. I assume, PHP does include your "shared libraries"
during compilation time and not just "link" them, therefore it would
then be a violation to the GPL. I have always problems understanding the
GPL when it comes to script languages, since there is not much
compiling/linking/etc within these (yes there is compiling in PHP, but
on a less "obvious" scale than in C et al.)

Therefore the linking argument doesn't count, you would have to LGPL
your code, to allow it.
In my opinion, we should not ban GPL code from PEAR. It should be the
desicion of the Author and one can still ask, if he'd like to move over
to a LPGL/PHP/BSD license. If not, better than nothing and maybe someone
will write the same functionality non-GPLd some day.
