package.xml versioning

I think we should establish a mechanism for package.xml versioning so that the PEAR tools can always maintain a backwards compatibility mode for older packages (with old package.xml formats). Is the best way to do that through adding a new element to the package.xml format, or should be define a fetchable DTD that could evolve and announce the version and capabilities of the given package.xml file?
