PEAR Installer messages

I was thinking it might be a good idea to add support in both package.xml and the PEAR installer for optional pre- and post- installation notes that could be displayed to the administrator installing the package. These notes could inform the administrator about additional configuration steps or warm them about possible insecure misuse of the package.
