If that's what it takes, yes.
Some of us are actually writing applications which use PEAR classes. This is a
Good Thing (tm) for PEAR, because it encourages people to know about it and
have it installed. If you make it impossible for people to get those classes,
then I will have to either not use them, or simply bundle them with my apps,
thus removing any incentive for users (and a lot of incentive for me) to care
about PEAR.
If you want the classes out of the tree, then you make the installer work. Make
it as easy as it is right now for people to get the classes. Make it possible
for end-users to get things installed. This may include making every php build
come with a command-line version. Then, and only then, remove the classes from
the distribution.
