For some time, I've been developing a GPL'd, file-based, XML-capable, CMS,
with a GUI content editor, that does not depend on any database, although
certain modules may, like a bookmarker module. I'm about ready to release
the first beta to the public. It is intended to share some principles of
wikiwiki, but it will eventually be much more than a wiki, actually a wiki
would be just one module. It is also intended to be like other CMS systems
such as Post-Nuke that allow for plugable functional modules. In fact, a
main goal is to provide unlimited plugin capability with other independently
developed projects. I am not sure if this is realistic, since I haven't
attempted writing any integration code yet, but I'm interested in including
Gallery, Bookmarker, FUDForums, PHPDocumentor, PHPOpenTracker and other
functional modules.
It is by no means complete in terms of the number of features that I want to
develop, yet it does have a great many features. I do not want to continue
to develop this alone, so I am looking for other people interested in a
file-based CMS. I'm wondering if anyone on this list is familiar with any
other good file-based CMS systems. I could only find
http://www.php-update.co.uk/.
I'm also interested to hear your experience with CMS in general. Am I
doomed to try integration with 3rd party modules? Am I doomed to try a
file-based, XML content approach?
I'm interested in releasing (with a PHP-compatible license) any of my code
that might be suitable to PEAR, so I hope that some of you will get to know
me.
Thanks for your comments,

ps. I call the system BlueMantis, and it runs my current site.
