Proposed Package (again): Enterprise Authentication & Authorization

Man, has this come full circle. A few weeks back I proposed this package. It was met with interest and a well-intended conversation on whether or not I should work with the LiveUser crew to consolidate our ideas into one unified package. That discussion was taken off line from this list. I then proceeded to pass on documention (requirements, use cases, XML-spec, etc) as well as the code. Well, while the folks working on LiveUser had the best intentions on working with me on this, time committments have prevented them from giving this the attention it needs and have since encouraged me to repost this here. The idea is after things slow down we will revisit merging again and while I welcome this I don't plan on holding my breath.
