Hello,
Yes, you have to apply for a cvs account, then you can commit your
new files/changes to the pear cvs, in the Date tree. This is the
development part and make your code available for tests purposes, for
the package maintainers as well as the rest of the community.
Once you are done with your work and everything sound good, a release
process can start. It's up to the package leads to do it using the
pearweb interface.
