Indeed. We need to fix this situation.
One approach is to make the bug system more PEAR compatible. This is
being worked on. The other is to remind maintainers about their
responsibilities to maintain the code. There is nothing wrong with being
busy with other stuff as long as you make sure that you delegate the
responsibility in time.
