Indeed the tarball has that file missing. I am using not using the web interface but the command line 'phpdoc' command, and that works w/o a hitch. Just copying the one I got from an old CVS checkout (for some reason the CVS server for PhpDocumentor seems fubared now), makes the stuff go away.
