Win32 is again a source of weird things :). TZ is not defined with the
same value on each windows version for the same timezone (and I'm sure
that even changes on each locale versions of the same windows :P ). See
bug #22418 (1).
I looked in others langages how they work with TZ,
they use this nice DB in near all langages (in the core and/or
specialized modules for date/time). I think wa can go to bundle the open
TZ database (2) in a suitable format:
Create a common array synced with the open timezone database. The array
should be synced on each release. Methods to sync it from the online DB
can solve issues between releases.
This method will make the code really portable. Users should use the
bundled timezone with their apps.
One problem, BC issues with timezone names...but well ;)
