This bug (and the solution) talks about this exact class.
yes, but not complete, and the logic is reverted. He tries to find the
TZ from the OS, assign the default TZ if not found.
Here I would like to force the use of normalized and widely use TZ open
database (near all unices use this one, afaik and read). Use it in
preference to guest something impossible to guess right.
