Proper patch and bug handling

Hi all, I noticed that patches get lost or not applied.. This happened to "install all" and also now a patch for the statistics... The problem is, that the patches are just posted on the mailinglist which is ok for discussion. But afterwards nobody knows the situation of the patch. I think what we need is a patch tracker, usualy those can be handled through a standard tracker. I think the PHP bug tracker is not made for this.... Also, we are not very satisfied with the "PEAR related" bugs that are posted on bugs.php.net, PEAR is just 1 categorie there and we have no real control of that... So what would be good is an own PEAR tracker for bug and patch tracking... What you guys think? Mirco Bauer
