I would really like to see this happen.
However, searching the pear-dev archive for "jpgraph"
http://marc.theaimsgroup.com/?l=pear-dev&w=2&r=1&s=jpgraph&q=b
results in different opinions made on license issues.
Unfortunately, it seems that the author of jpgraph has not taken part in
this discussion, so it may be worth to write him a mail. What do the
PEAR folks think? Is there still interest in having jpgraph in PEAR?
