d'oh, -1
why should Table.php declare something outside its Table class ?
and if it does, couldn't we simple say that the class definition goes

the PEAR:HTML namespace and the rest goes into the PEAR:HTML:<classname>
namespace.
or isn't it possible to have a class and a namespace with the same name.
