Yes, I agree. It remains to be seen whether we still want to apply
the PEAR "voting" system to proposed PECL extensions, too.

I think this needs some general clarification. PECL relies on the
PEAR tools (supported by PEAR developers) and the PEAR web site.
However, the code itself is more in the domain of the internals list.
