Hi,
Could the problem be the "CVS" in the name of the file, or something? In any case, it's weird.
Those who download 0.9 or 0.10 of PEAR_PackageFileManager, beware that docs for the CVS plugin are not available. Just re-run phpDocumentor on it and all will be well in the world.

eeeks, thats bad, we got also something like that on our CVS server at work. Somehow CVS is not that stable that everyone thinks ;) It has also some bugs, and sometimes files break on the CVS server and then it can't handle it anymore, this time it happened to (/repository/pear/PEAR_PackageFileManager/docs/PEAR_PackageFileManager/PEAR_PackageFileManager_CVS.html,v) So write about this james an email (imajes@php.net), he can fix it... I thought this was a problem in tortoisecvs, but I just downloaded wincvs, and I'm getting the same error with alternate cvs executables. Could someone check into this at php.net? Thanks, Greg
