The problem to check dependencies is not on uninstall phase, but really on
install phase
If i have as Arnaud (when he has tested my package) not yet installed
File_Passwd,
the command-line
pear install HTML_SetupWizard-1.0RC1.tgz
should has stop on error due to dependency
<dep type="pkg" rel="ge"
version="0.9.0">File_Passwd</dep>
But it didn't !

BTW, i've noticed a same problem because, when i've used
PEAR_PackageFileManager,
i've made a mistake on my maker-pkg-script that is visible in dependencies
list
<dep type="pkg" rel="ge" version="4.1.0">PHP</dep>
i would just put a dependency like
<dep type="php" rel="ge" version="4.1.0"/>
Here again PEAR installer don't stop ; PHP is not an existing package on my
local host
Just for information !!!
I've fixed it on the HTML_Progress public release 0.4.2 and on
HTML_SetupWizard-1.0RC2 coming soon
but not on RC1.
