Package Submission & Documentation Questions

I've created a simple new package, Mail_RFC2822, that I think would fit nicely in PEAR's Mail package. I've been reading over the contribution section of the documentation and have formatted my code and created a package.xml file. I'm now working on the documentation, but before I move forward I'd like to ask a few questions. 1.) Who do I consult about a new package? The new package link goes to a login screen with no link to register. 2.) I notice the documentation *appears* to be generated from the PHPDocumentor tags in the code, but I see no reference in how to create my own (or is this done when I submit the package?).
