This is yet another of Ulf Wendel's packages, only it doesn't have even the nominal maintainer now. I never used the package, but suppose it is based on PHPLib's Menu, which I did use. If this is the case, then yes, you can build the structure you want with it. Moving the discussion to pear-dev: is anyone interested in reviving the package? It looks maintainable, I can take it over.
